Cabbies Caught Chatting on Cell Phones Face Fines

NYC's Taxi and Limousine Commission (TLC) has approved new rules which ban taxi drivers from speaking on any cell phone, including hands-free devices. 

Those caught will receive a $200 fine and be required to take a mandatory course that includes what the TLC describes as a "truly horrifying video" about distracted driving.
